In a period of overlapping global crises, international cooperation is more necessary than ever. Yet multilateral institutions frequently face stalemate, as powerful actors seek to shape rules and institutions to their own advantage. How to square the circle?

This seminar presents the comparative results of the ENSURED project on transformations in global governance. Drawing on 15 case studies and around 200 interviews with policymakers and experts, the discussion will highlight when and how international institutions adapt, and why they so often struggle to do so.

From negotiations on a new Pandemic Treaty and debates over UNFCCC decision-making, to regulating digital currencies, gridlock at the World Trade Organization, and the contested implementation of the Global Compacts on Refugees and Migration, the EUI event will explore the coalitions of actors that drive – and resist – reform across different policy fields. Participants will gain an integrated view of current reform efforts, emerging patterns across cases, and their implications for a more effective, democratic, and robust system of global governance.

Speakers will include two members of the ENSURED team:

  • Stephanie Hofmann, European University Institute
  • Hylke Dijkstra, Maastricht University

The event is organised by the Robert Schuman Centre for Advanced Studies and the Department of Political and Social Sciences at the European University Institute. Participation is free, but registration is required. For any questions on accessibility, please contact Alessandra Pino.
